2025-2026 Legislative and Regulatory Policy Priorities Update
In March, the AANC Board of Directors approved updates to the 2025-2026 legislative and regulatory agenda. These priorities reflect AANC’s continued commitment to advocating for expanding housing opportunities, improving affordability, and supporting a stable and predictable environment for residents and housing providers across North Carolina.
LEGISLATIVE PRIORITIES • Promote Consistency in Housing Laws: Support policies that maintain clear, consistent regulations across all municipalities and counties in North Carolina, helping ensure fairness and predictability for both residents and housing providers.
• Improve Court Efficiency for Housing Matters: Advocate for practical updates to the court system to help resolve housing-related cases more quickly, fairly, and consistently.
• Reduce Barriers to Housing Development: Work with policymakers and stakeholders to address challenges that increase the cost of building housing, including restrictive zoning practices and inconsistent building code enforcement.
• Address Growing Rental Application Fraud: Support changes to state law to make clear that providing false or misleading information on a rental housing application is illegal and subject to criminal penalties.
• Promote Fair and Predictable Property Tax Policies: Advocate for reforms that increase clarity, consistency and accountability in local property tax decisions, and that recognize the important role property taxes play in the cost of housing.
REGULATORY PRIORITIES • Ensure Flexibility During Emergencies While Protecting Safety: Work with state officials and stakeholders to develop reasonable, safety-focused options for fire watch requirements during declared state of emergencies and severe weather events.
• Address Rising Insurance Costs: Engage with state leaders and industry partners to identify strategies to help manage and mitigate increasing insurance costs affecting rental housing.
• Engage with the Building Code Council: Actively participate in building code discussions to promote updates that protect safety while avoiding unnecessary costs, delays, or barriers to multifamily rental housing development.

New in 2026! Developers Day at AANC CONNECTed
AANC is piloting a Rental Housing Developers Day on May 13, 2026 as part of the 2026 AANC CONNECTed Conference in Raleigh. This is a targeted experience for those who are involved in the planning, building, and delivery of rental housing. This pilot program offers the opportunity to participate in lobby day and attend sessions with state building code officials and Duke Energy.

AANC Participates in NAA Advocate
On March 25, almost 70 members of North Carolina local affiliates headed to capitol hill to participate in NAA’s annual fly-in. Participants met with the state’s congressional delegation and U.S. Senators to advance policies that support housing affordability, stability, and supply. Key priorities included: RESPECT State Housing Laws Act (S. 470 / H.R. 1078), which would sunset the CARES Act-era 30-day Notice to Vacate requirement, and two comprehensive housing packages, the ROAD to Housing Act (S. 2651) and the Housing for the 21st Century Act (H.R. 6644), both aimed at increasing housing supply and improving affordability nationwide. Advocacy efforts included a request for provision to be removed from S. 2651 that would effectively shut down the production of Build-to-Rent housing.
